The 20+ self-developed RISC-V core series figure is the technically meaningful one: it implies a house CPU-core portfolio spanning performance classes (the way larger IP vendors operate), rather than licensing third-party cores and wrapping them in SoCs. Second, it creates a capital-markets benchmark: Nuclei's IPO filing (Sep 12) and ESWIN's hearing (Sep 21) together give RISC-V startups a valuation ladder to climb, and give late-stage investors an exit route that does not require acquisition by a large SoC vendor.
